PDP appears disinclined to accept NC offer

"The people have voted against the National Conference in the elections and with just 15 seats, they (NC) cannot decide on the government formation," PDP Chief spokesperson Naeem Akhtar said.

Akhtar was commenting on the letter sent by NC's Working President Omar Abdullah to Governor N N Vohra on Tuesday to inform him about his party's support to the PDP and asking him not to take any decision on government formation without consulting his party.

Soon after, Akhtar had said last night, "Our agenda is not just to come to power but use it as a means to bring peace and stability in Jammu and Kashmir."

He said if cobbling up a government had been the sole aim of the PDP, it would have staked its claim by now.

Coal India struggles to produce half of normal output amid strike

Unionized miners at the world's top coal producer are protesting Prime Minister Narendra Modi's move to allow private companies to mine and sell the fuel for the first time in 42 years. Modi's ministers have said that increasing competition is key to ending India's power shortage.

But miners fear this will lead to pay and job cuts at Coal India, which has come to be seen as an exemplar for deep-rooted inefficiency in state enterprise.


Union leaders met top Coal Ministry officials for three hours on Tuesday evening but did not reach an agreement, said SQ Zama, secretary general of the Indian National Mineworkers Federation.

Government takes ordinance route for hiking FDI in insurance to 49 percent

"The Cabinet has cleared the Ordinance on insurance sector," sources said after the meeting of the Union Cabinet headed by Prime Minister Narendra Modi here.

The Insurance Bill, which has been pending since 2008 in the Rajya Sabha, seeks to increase the composite foreign investment limit in insurance companies to 49 percent from current level of 26 percent.

The 49 percent cap would include both FDI and foreign portfolio investments.

The proposed hike in foreign investment limit to 49 percent in the insurance sector has potential to attract up to USD 7-8 billion (about Rs 50,000 crore) from overseas investors, giving a major boost to the segment.

The total capital deployed in the private life insurance sector is close to Rs 35,000 crore. At FDI at 26 percent, foreign equity is close to Rs 8,700 crore.

The Insurance Laws Amendment Bill, 2008 could not be taken up for discussion despite being approved by the Select Committee of the Upper House because of the uproar by opposition parties over the conversion and other issues.

Government draws up plan to raise power generation

Power Minister Piyush Goyal met Petroleum Minister Dharmendra Pradhan here to craft a rescue package, although no specific details were forthcoming.

"We are drawing up plans to increase the generation of power, to put national assets to good use and keep the energy cost affordable with a sustained policy framework," Goyal told reporters after the meeting.

"Today's meeting was a precursor to final decisions which will be taken very fast," he added.

Informed sources told that the plan could involve both rescheduling of loans to power companies as well as making available gas at an affordable price by pooling the price of cheaper domestic gas with the more expensive imported LNG.

The petroleum minister said the government is taking an overall view of the myriad problems plaguing the power sector for a long time.

"We looked at all options including problems of gas-based plants. We have decided to resolve all the problems, from bankers issues to fuel issues," Goyal said.

The national context overall is one of precarious financial health of state-run distribution companies. These had a debt burden by end-March 2012, of a staggering Rs 246,000 crore, for which the government approved a restructuring package in September 2012.

Highcourt Serious On SP Workers Mess

इलाहाबाद(जागरण ब्यूरो)। जिस दिन मुख्यमंत्री अखिलेश यादव ने लखनऊ के लामार्टिनियर ग्राउंड पर शपथ ली, उसी दिन से चालू समाजवादी पार्टी के कार्यकर्ताओं की दबंगई का मामला अब इलाहाबाद हाईकोर्ट तक पहुंच गया है। दबंगई के एक मामले को इलाहाबाद हाईकोर्ट ने गंभीरता से लेते हुए सरकार से जवाब तलब किया है। अदालत ने पूछा है कि दबंगों के खिलाफ क्या कार्रवाई हुई। याचिका की अगली सुनवाई 13 नवंबर को होगी। मामले की सुनवाई न्यायमूर्ति सुनील अम्बवानी तथा न्यायमूर्ति एसपी केशरवानी की खंडपीठ कर रही है।

सपा के दबंग कार्यकर्ताओं से सुरक्षा की गुहार लगाते हुए इलाहाबाद में कन्नौज कनकपुर गांव के कल्याण सिंह ने इलाहाबाद हाईकोर्ट की शरण ली है। याची का कहना है कि सपा कार्यकताओं ने उसके घर में घुसकर लड़कियों से छेड़छाड़ की व दुराचार का प्रयास किया। वे कन्नौज में उसके पैतृक निवास का मकान व जमीन हड़पने के लिए दबंगई कर रहे हैं।

याची के बच्चे सराय इनायत इलाहाबाद कोल्ड स्टोरेज में रहते हैं और व्यवसाय कर रहे हैं। आरोप है कि फूलपुर में हुए सपा कार्यकर्ताओं के सम्मेलन के दौरान खुद को मुलायम सिंह यूथ ब्रिगेड का सदस्य बताने वाले कुछ कार्यकर्ताओं ने याची के इलाहाबाद स्थित आवास में घुसकर लड़कियों से छेड़छाड़ की। इसकी शिकायत पुलिस को किये जाने के बावजूद कोई कार्यवाही नहीं की जा रही है। याचिका में जगदीश सिंह, आकाश सिंह, हल्लू सिंह के साथ ही सपा महिला इकाई की अध्यक्ष सरोजा देवी को भी पक्षकार बनाया गया है। याचिका में सुरक्षा देने तथा अपराधी तत्वों के खिलाफ वैधानिक कार्यवाही किये जाने की मांग की गयी है।

चार पुलिस कर्मियों के खिलाफ गिरफ्तारी वारण्ट

इलाहाबाद हाई कोर्ट ने बलिया में तैनात रहे एसपी सहित डेढ़ दर्जन से अधिक पुलिस अधिकारियों को पुलिस अभिरक्षा में मौत मामले में बरी करने के फैसले के खिलाफ सरकार की अपील को सुनवाई के लिए स्वीकार कर लिया है। कोर्ट ने तत्कालीन डिप्टी एसपी विजय मोहन श्रीवास्तव, थानाध्यक्ष राम बरई यादव व कास्टेबल राम प्रवेश यादव व चन्द्र भूषण तिवारी के विरुद्ध गिरफ्तारी वारण्ट जारी करने का निर्देश दिया है। कोर्ट ने अन्य आरोपी पुलिस अधिकारियों को अपर सत्र न्यायालय बलिया के समक्ष पेश होने का आदेश दिया है। कोर्ट ने यह आदेश इन अधिकारियों की तरफ से अपील पर अधिवक्ता के मौजूद होने के कारण दिया है। जो अपील की सुनवाई के समय हाजिर नही थे उनके विरुद्ध वारण्ट जारी किया गया है। कोर्ट ने स्पष्ट किया है कि यदि आरोपी 28 नवम्बर तक अधीनस्थ न्यायालय में उपस्थित होकर बाण्ड नहीं भरते तो संबंधित कोर्ट इन्हें हाजिर करने के लिए कदम उठाने को स्वतंत्र होगी। यह आदेश न्यायमूर्ति धरणीधर झा तथा न्यायमूर्ति पंकज नकवी की खण्डपीठ ने राज्य सरकार एवं उमेश चन्द्र मिश्र की आपराधिक अपीलों पर दिया है। मालूम हो कि 6/7 अप्रैल 1995 की शाम अटल बिहारी मिश्र व ज्ञान प्रकाश मिश्र अपने गांव प्रेम राजा जा रहे थे। रास्ते में पुलिस ने रोका और थाने ले गये। उस समय ग्राम प्रधानी का चुनाव चल रहा था। पुलिस ने प्रधान पद के प्रत्याशी और सुरेश मिश्र व उमेश मिश्र नामक युवकों को भी पकड़ा। आरोप है कि एसपी की मौजूदगी में पुलिस ने सभी की पिटाई की। दूसरे दिन 8 अप्रैल को अटल बिहारी की लाश खेत में मिली पुलिस ने जिसका दाह संस्कार भी कर दिया। मृतक बीएचयू का छात्र था। आंदोलन के चलते केस दर्ज हुआ और सत्र न्यायालय ने 15 आरोपी पुलिस कर्मियों को साक्ष्य के अभाव में बरी कर दिया जिसके खिलाफ अपीलें दाखिल की गयी हैं।
